As mandated by the Luanda Summit of the 21st of August 2019, the first meeting of the Ad hoc Commission for the Implementation of the Memorandum of Understanding between the Republic of Rwanda and the Republic of Uganda was held in Kigali, Rwanda, on the 14th of February 2020.

The delegation of Uganda was led by Honourable Sam Kutesa, Minister of Foreign Affairs and included Honourable William Byaruhanga, Attorney General, Honourable Jeje Odongo Abu, Minister of Internal Affairs, and Amb. Joseph Ocwet, Director General of the External Security Organisation, Amb. Olivier Wonekha, High Commissioner of the Republic of Uganda to the Republic of Rwanda, Col. Paddy Ankunda, Ministry of Defense and Amb. Patrick Mugoya, Permanent Secretary at the Ministry of Foreign Affairs.

The delegation of Rwanda was led by Honourable Olivier J.P. Nduhungirehe, Minister of State in Charge of East African Community, and included Honourable Johnston Busingye, Minister of Justice and Attorney General, Honourable Prof Anastase Shyaka, Minister of Local Government, Honourable General Patrick Nyamvumba, Minister of Internal Security, Amb. Frank Mugambage, High Commissioner of the Republic of Rwanda to the Republic of Uganda, Col. (Rtd) Anaclet Kalibata, Director General of the External Intelligence in the National Intelligence and Security Service (NISS) and Col. Patrick Karuretwa, Principal Private Secretary to the President.

Also present were the representatives of the facilitators Hon. Manuel Domingos Augusto, Minister of External Relations of the Republic of Angola and Hon. Gilbert Kankonde Malamba, Deputy Prime Minister, Minister of Interior, Security and Customary Affairs of the Democratic Republic of Congo. The meeting took place in a frank, fraternal and cordial atmosphere of perfect understanding, where the two delegations reached agreement of the following issues of mutual interest and concern:

1. Both parties committed to further verify the number of the status of nationals of either party in each other’s county and to report back through a Note Verbale in a three-week’s time.

2. Both parties committed to protect and respect the human rights of nationals of either party in observance of the rule of law and international humanitarian law and by ensuring due process.

3. Both parties committed to finalise the Extradition Treaty to be signed in the presence of the Heads of State at the fourth Quadripartite Summit to be held in Gatuna/Katuna common border between Uganda and Rwanda on the 21st of February 2020.

4. The Government of Rwanda will formally write to the Government of Uganda, by the 15th of February 2020 notifying the latter about some specific issues related to the alleged destabilising activities carried out by Rwandan rebel groups from the Ugandan territory. The Ugandan Government undertakes to verify and respond by the 20th of February 2020, to some of the most pressing issues capable of being immediately addressed, and further investigate and respond to the other issues.

5. Subject to the fulfilment of the above undertakings the Ad Hoc Commission recommends the Quadripartite Summit to consider the issue of the normalisation of the activities and mobility of people and goods across the common borders between Rwanda and Uganda.

6. Both parties agreed to resume the collaboration between their Defense and Security organs in order to improve the mechanism of exchange of intelligence in the interests of their national security.
